What is a Local Plan?
The Planning Inspectorate has created several useful videos to explain what a local plan is and how one is prepared.
New Local Plan
The Local Plan guides future development and land use within Blaby District. It sets out policies and proposals for development, including where development should take place, what type of development is acceptable, and where it should be restricted or is unsuitable. The Local Plan is the main policy document used when making decisions on planning applications for development proposals.
A new Local Plan is being prepared to replace the adopted Core Strategy and Delivery DPD.

June 2026 Update
The Proposed Submission Draft Local Plan will be presented to Full Council on Tuesday 30 June 2026 where Members will be asked to approve its progression to the next stage of the Plan making process known as the Regulation 19 consultation.
Subject to Council approval, the Regulation 19 consultation will run for a period of six weeks.
Further information on the consultation timetable, how to respond, and details of any consultation events will be published in due course to ensure that all interested parties have the opportunity to participate.
The majority of the supporting evidence base underpinning the Local Plan is now available to view on our Supporting Evidence page in advance of the consultation start date.

We aim to take the Local Plan to Full Council over the summer once the evidence has been finalised. As soon as we have it, we will confirm the date of the Council meeting. If councillors agree that the Plan can progress, the Regulation 19 consultation will follow and run for a period of six weeks.

What is happening and when?
The Local Development Scheme sets out a programme and timeframes for producing the new Local Plan. The most recent version of the Local Development Scheme was approved by Council in April 2026.
How do I get involved?
The Statement of Community Involvement outlines how and when the Council will involve the local community when preparing the Local Plan and in the determination of planning applications. The statement relates to the entire District of Blaby and the most recent version was adopted by Council in December 2020.
