What is a Local Plan?
The Planning Inspectorate has created several useful videos to explain what a local plan is and how one is prepared.
New Local Plan
The Local Plan guides future development and land use within Blaby District. It sets out policies and proposals for development, including where development should take place, what type of development is acceptable, and where it should be restricted or is unsuitable. The Local Plan is the main policy document used when making decisions on planning applications for development proposals.
A new Local Plan is being prepared to replace the adopted Core Strategy and Delivery DPD.

September 2026 Update
The Proposed Submission Local Plan was presented to Council on Tuesday 30 June. At this meeting, Members approved the progression of the Plan to the final consultation stage, known as the Regulation 19 Consultation.
The consultation ran from Wednesday 8 July until 12 noon on Monday 7 September 2026.
The Local Plan regulation 19 consultation has now closed and responses are being reviewed. Thank you to everyone who provided comments and attended our drop-in events.
Further Information
What is happening and when?
The Local Plan is proposed to be presented to Full Council on 24 November. During this meeting Councillors will discuss the plan and whether it should be submitted to government for review by an independent planning inspector.
Should the plan be submitted, all responses from the consultation will be provided in full to the Planning Inspectorate.

How do I get involved?
Stay up to date and subscribe to the Local Plan consultation database. This will ensure that you are informed about the next stages.
The Statement of Community Involvement outlines how and when the Council will involve the local community in the preparation of the Local Plan and the determination of planning applications. The statement applies to the whole of Blaby District. The current version was adopted by the Council in December 2020.
