A date has been set for a government Planning Inspector to hear the appeals against both the refusal of planning permission and subsequent Enforcement Notice on land to the east of Sycamore Street in Blaby.  

The appeals will be heard by a government Planning Inspector on Thursday 16 April at a one-day hearing at Narborough Parish Hall. 

Blaby District Council will defend the refusal and enforcement action. Interested parties will be able to make comments directly through the Planning Inspectorate (PINS) here: Planning Inspectorate searching reference APP/T2405/C/25/3377143 and will be contacted shortly. 

Councillor Mike Shirley, Blaby District Council Portfolio Holder for Planning and Strategic Growth, said: "The appeals process has now been outlined with a date set for April. While we understand some may find the process frustrating, we would remind people the occupants are within their legal rights to take this route.  

"Recent site visits by Planning Enforcement Officers confirm there are no further planning concerns about activity on the site. Therefore, please can I remind members of the public to respect the occupants’ right to privacy.  

"We will be working with the Planning Inspectorate through their process and will defend our position. As this is an active matter, it would be inappropriate for us to comment further." 

The appeals follow the rejection of a retrospective planning application to change the use of the land next to Bouskell Park to allow for the standing of a static caravan and erection of gates. Blaby District Council planning committee made the decision at a meeting on 27 November 2025.  

The planning refusal resulted in the serving of an enforcement notice on 28 November. This required the removal of all mobile homes, vehicles and other equipment, and a return of the site to its former condition.  

The occupants, who are the landowners, submitted their appeals to PINS prior to the enforcement notice coming into effect on 31 December.
