Validation Checklist Consultation

We are seeking your views on our draft Local Validation Checklist for planning applications.

As the Local Planning Authority, Blaby District Council is required to maintain a Local Validation Checklist that sets out the information applicants must submit when applying for planning permission.  The checklist helps ensure that planning applications contain the information needed to be validated and assessed efficiently.

To meet this requirement and reflect current planning legislation, policy and guidance, we have prepared our first Local Validation Checklist. Before the checklist can be adopted, we must undertake a public consultation, consider all feedback received and publish the final document.

Submitting the correct information at the outset helps reduce delays and ensures applications can be processed as quickly as possible. Applications submitted without the required information will not be determined, which risks your application being returned

We welcome feedback from residents, developers, planning agents, consultees, town and parish councils, and anyone with an interest in the planning process.

What is the Local Validation Checklist?

The Local Validation Checklist tells applicants what information is required to make a valid planning application.

The checklist is divided into two sections:

  • National requirements: applicable to all planning applications in England
  • Local requirements: only required in certain circumstances (depending on location, scale or type of development)

What Are We Consulting On?

This consultation considers only the local requirements, as the national requirements are set by central government and are the same across all Local Planning Authorities in England.

We are proposing updates to the local requirements to ensure that the information requested is:

  • Clear and easy to understand
  • Proportionate to the scale and type of development
  • Consistent with national policy and local planning requirements
  • Relevant to the assessment of planning applications

Through this consultation, we are seeking comments on the proposed validation requirements and whether they will help create a planning system that is accessible, fair and effective.

Please note: This consultation is about planning application validation requirements and not planning policy.

What Happens Next?

Once the consultation has closed, all comments received will be reviewed and considered. A consultation report will be prepared summarising the feedback received and the Council's response.

Following consideration of the consultation responses, the Local Validation Checklist will be finalised and formally adopted by the Council. The approved checklist will then be published on the Council's website and used to support the validation of planning applications submitted to Blaby District Council.
