Parking Information

Blaby District Council has 15 Public Car Parks

  • 6 are Pay and Display (See Management scheme for Charges)
  • 3 are associated for Recreational and Leisure Facilities
  • 1 are leased to the local Parish Council’s
  • The remaining 5 are located in a number of villages throughout the District

The hours of operation and charging for all car parks are 8.00am to 6.00pm Monday to Saturday (including Bank Holidays).

Three of the pay and display car parks are in Blaby located on Enderby Road (Forge Corner), Johns Court (Waitrose) and Wigston Road, Blaby. The other two are within Narborough Village at Weavers Court and Narborough Station. The cost of parking varies per car park, for a list of fees please download the Car Park Management Scheme in the section below. Johns Court Car Park in Blaby also offers toilet facilities.

All of our car parks have designated disabled parking bays.

If you are a disabled blue badge user we offer free 3 hour parking in any bay in any of our car parks as long as a blue badge and clock are clearly displayed. Should you wish to stay longer than this then you will have to purchase a ticket.

Specific areas are provided on our car parks in Blaby and Narborough Station for motorcycle parking which is free of charge.

Car park transfers 

A number of our car parks have now been gifted to local parish councils and as such any queries regarding the below car parks should be directed to the respective parish council:

  • Winston Avenue car park, Croft
  • St Michaels Court car park, Stoney Stanton
  • Long Street car park, Stoney Stanton
  • Central Street car park, Countesthorpe

The car parks at Enderby Leisure Centre and Golf Course and The Pavilion (Huncote Leisure Centre) have transferred ownership and any queries should be directed to those individual leisure centres.

Income from parking fees

Unlike some local authorities Blaby does not make a profit from the car parks it operates. The figures below show the expenditure (including maintenance) for the 15 car parks and the associated income.

Financial Year 2013/14 the expenditure was £203,989 and the income was £125,904 so that for the year the cost to the authority of operating the car parks was £78,085.

Financial Year 2014/15 the budget for expenditure is £193,8233 and the expected income is £125,907. The expected cost to the authority for this year is £67,929

Figures for income will be added at a later date.

On-Street Parking Issues

Leicestershire County Council is the Authority responsible for the control and regulation of all On-Street Parking issues. (For example double yellow lines, no waiting restrictions etc). Blaby District Council has no responsibility for this. Any complaints/concerns regarding these matters should be directed to Leicestershire County Council by calling 0116 305 0001.

Enforcement

Blaby District Council has 2 Civil Enforcement Officers (CEO’s) who are employed by Harborough District Council as part of a partnership which includes Blaby, Hinckley and Bosworth Borough Council, Harborough District Council, Oadby and Wigston Borough Council and Melton Borough Council. They patrol and can issue Parking Contravention Notices (PCN’s) for offences in Blaby car parks. They also enforce On-Street offences within the Blaby District on behalf of Leicestershire County Council

All PCN complaints, appeals and payments are dealt with by the Notice Processing Unit (NPU) based at County Hall, Glenfield, Leicester. All queries about being issued a PCN should be directed to the NPU by following The Appeals Procedure which can be found in the reverse of the PCN. Police

Should you have concerns/complaints about a vehicle(s) causing an obstruction or parking in a dangerous manner the Police have powers to issue fines. Should you wish to report an incident you can do this by calling 101. Blaby District Council has no legislation to deal with this.
