Pet Shop Licence
To run a business selling animals as pets in the district you need a licence from us. This includes all commercial selling of pet animals, including pet shops and businesses selling animals over the Internet. A licence may also be required in other circumstances when animals are sold. Animals may never be sold from a market stall etc.

Before submitting an application, please ensure that you and your establishment comply with the conditions. These can be found in The Animal Welfare Regulations (2018) in the link below.
Application requirements
To apply for a licence to sell animals as pets, please submit the following to Licensing:
- Fully-completed application form
- Qualification showing you, or a member of staff, have completed Ofqual Level 2 or above qualification in a relevant field. Only in exceptional circumstances will proof of relevant experience be accepted instead of a qualification
- Proof of Public Liability Insurance (if applicable)
- Proof of Employers Liability Insurance (if applicable)
- Written procedures
- Application fee payment. This can be made by cheque to Blaby District Council, or is payable over the phone by credit/debit card. Our table of fares can be found below
Once we have received a complete and valid application, you will be contacted to arrange an inspection of the premises.
If the inspection of the premises is satisfactory you will be required to pay the licence grant fee, and the licence will then be issued. If the inspection is unsatisfactory, you will be contacted in writing and advised that the licence has been refused.
