Dog Breeding Licence

Dog breeding licences are required if you:

• Breed more than three or more litters per year (unless you can show that none of the puppies have been sold)
• Breed puppies and advertise them for sale as a business (the number of litters produced per year does not matter)

This is not restricted to registered businesses – individuals can also be classed as a business depending on the extent of their activities.

Before submitting an application, please ensure that you and your establishment comply with the conditions. These can be found in The Animal Welfare Regulations (2018) in the link below.

Application requirements

To apply for a Dog breeding licence, please submit the following to Licensing:

• Fully completed application form
• Qualification showing you, or a member of staff, have completed Ofqual Level 2 or above qualification in a relevant field. Only in exceptional circumstances will proof of relevant experience be accepted instead of a qualification
• Written procedures
• Application fee payment. This can be made by cheque to Blaby District Council, or is payable over the phone by credit/debit card. Our table of fares can be found below.

Once we have received a complete and valid application, you will be contacted to arrange an inspection of the premises by an authorised officer and a vet. 

If the inspection of the premises is satisfactory you will be required to pay the licence grant fee, and the licence will then be issued. If the inspection is unsatisfactory, you will be contacted in writing and advised that the licence has been refused.
