Apprenticeship Levy Transfer

Blaby District Council are committed to supporting Blaby District businesses who are looking to share their apprenticeship levy or those who are looking for additional apprenticeship funding through a levy transfer, encouraging circular economic benefits – keeping skills funding in Blaby!

Gifting unspent levy funds to a Blaby business so they can hire more staff or train their workforce will help the economy to thrive, with money that would otherwise be returned to HM Treasury.

Apprenticeship Levy is an amount paid at a rate of 0.5% of an employer's annual pay bill. As an employer, you'll be paying into the apprenticeship levy if you have an annual pay bill of more than £3 million or are connected to any companies or charities for Employment Allowance purposes and have a combined pay bill of more than £3 million.

The apprenticeship levy can be spent on funding apprenticeship training for new recruits and existing staff in your own organisation as well as in other organisations.

You can transfer up to 50% of your annual Apprenticeship Levy with another organisation.

Who can donate a levy transfer?

Large employers that pay the apprenticeship levy can choose to transfer up to 50% of their annual apprenticeship levy funds to other businesses, to pay for their apprenticeship training and assessment.

Transfers can only be used for new apprentice starts - for both new recruits as well as existing employees.

A transfer of levy funds isn't a one-off payment; the transferred apprenticeship funding will be drawn from the donor's digital account over the duration of the supported apprenticeship programme.

Which businesses and apprenticeships you support with a transfer is your choice! Donating levy funding can help your organisation demonstrate corporate social responsibility and reduce wastage of unspent apprenticeship levy, encouraging circular economic benefits - keeping funding in the local area!

How does a levy transfer work?

Apprenticeship levy transfers will be managed on the Digital Apprenticeship Service (DAS), hosted by the Department for Education (DfE). The transferring and receiving businesses will connect their DAS accounts in order to complete the levy transfer.

Levy-paying organisations - make a levy transfers in three simple steps:

1. Connect DAS accounts

2. Approve learner details

3. Stay up to date with the apprenticeship progression

Who can receive a levy transfer?

As long as they have set up their own apprenticeship service account, any business can receive a transfer of levy funds, including businesses that pay the apprenticeship levy and those that don't!

A levy transfer gives non-levy paying organisations the opportunity to access funding needed to upskill their workforce at no training cost.

100% of apprenticeship training can be funded by a levy-paying employer throughout the full programme, saving a small business the 5% co-investment fee.

 Levy transfers are available for:

  • Businesses registered in Blaby
  • Confirmed / appointed apprentices
  • Employers who pay into the apprenticeship levy, but already spend all their levy funds, or
  • Employers who don’t pay into the apprenticeship levy and the apprentice is aged 22 or older
