Scrap Metal Licence

Any person who collects buys or sells scrap metal will need to be licensed as a scrap metal dealer as part of The Scrap Metal Dealers Act 2013.

There are two types of licence available: a Site Licence and a Collector's Licence.

Site Licence

This licence allows a dealer to operate from their site. The dealer will be able to collect scrap metal from all over the country under this licence if the collection is in the course of their site business. A site licence will not allow a dealer to collect scrap without a pre-appointment that is from the side of the road.

Collector's Licence

This licence allows a dealer to carry out door-to-door collections. The dealer will only be allowed to collect in the area that they are licensed. As a result, a collector’s licence will be required for every area that the dealer operates in.

Please note that the scrap metal dealer’s licence does not replace any permit or licence required from the Environment Agency.

Applying

Every application received will be assessed to determine if the applicant is a suitable person to carry on the business as a scrap metal dealer. This will include any relevant convictions, whether all current permits are in place and any other relevant information necessary. Granted licences will last for three years. During this time, the licence can be varied from one type of licence to another or to change the site manager.

Return the completed application form to the Licensing Department with the following:

  • Current fee (see table of fees below, cheques can be made payable to Blaby District Council)
  • Identification for everyone named on the application form
  • Basic criminal record check for everyone named on the application form and involved in the business, including all directors and partners
