North, City, South - the case for three unitary councils

The North, City, South proposal is in response to the Government's instruction to reorganise and reduce the number of councils in Leicester, Leicestershire and Rutland.  It proposes three equally-sized unitary councils to deliver all council services to residents:

  • North Leicestershire and Rutland (416,000 population)
  • South Leicestershire (403,000 population)
  • Leicester City (404,000 population).
North, City, South Proposed Boundaries

The seven district and borough councils of Leicestershire and Rutland County Council have worked closely together to create the shared vision which is built on a foundation of collaboration, evidence and engagement.

The plan aims to:

  • Deliver devolution at pace
  • Accelerate economic growth
  • Create prevention focused services
  • Save £44 million a year
  • Keep councils connected to communities
  • Retain Leicester City's existing boundary

A dedicated website has been created to host information relating to local government reorganisation and the North, City, South proposal.

The website also contains frequently asked questions and more information about local government reorganisation and devolution.
