Council statement on Cork Lane development
Developers Vistry have recently started work on a new housing scheme on Cork Lane in Glen Parva. This initial phase of work includes foundation piling and earth works. Blaby District Council has received several complaints from residents regarding the development taking place on site.
Cork Lane varies from many sites within the District as permission was granted on appeal by the Planning Inspectorate in January 2023. The construction plan agreed for the site as part of this process includes deep foundation piling which can unfortunately often lead to a level of noise and disruption to surrounding houses.
Officers have made regular visits to the site, completing checks and monitoring the works taking place. These visits have taken place without prior notice to allow officers to assess how the work on site is being managed and the impact this may be having on surrounding residents. A letter has then been sent to all households who have contacted the Council confirming the actions taken.
The development has and will continue to be monitored against the agreed planning conditions and national guidelines. During visits the Council found Vistry were complying with most of these restrictions, however a few concerns were initially identified.
It was found that dust mitigation measures were initially not sufficient. Improvements have been instigated to now include a tow-around bowser and mist cannons to ensure the site is sufficiently dampened down. A street sweeper is also being used twice a week to clear any debris on the roads. This will continue to be monitored moving forwards.
Noise monitoring has shown levels are within expected limits for the type of work taking place. However, the Council will continue to work with Vistry to identify ways to further mitigate disruption to residents.
Blaby District Council is committed to ensuring the site meets the agreed standards and conditions and will continue to assess the site. Appropriate action will be taken if issues are identified throughout the build duration.
