Emergency Planning
The Civil Contingencies Act 2004 places an obligation on Blaby District Council to prepare and plan for civil emergencies
that may occur within its district. The Council, under the legislation, is a category one responder and is working with Leicestershire
County Council to ensure it has the appropriate framework in place to deal with a civil emergency. This includes providing
training to relevant members of staff, having an update and effective Emergency Plan, writing a Rest Centre Plan, and many
other duties.
The purpose of the Council's emergency planning section is to provide staff with the plans, procedures and information
they will require to enable them to ameliorate the effects of any major emergency occurring, whilst allowing Council services
to continue to provide as far as possible their usual day to day services.
The Emergency Plan which has been produced ensures the efficient and speedy management of the response to potential civil
emergencies between all the possible agencies; the Police, Fire Brigade, Ambulance Service, the Council, utilities providers
and voluntary agencies (list not exhaustive). The Plan sets out the information, procedures and details required to ensure
an effective, flexible and timely response to an emergency thus reducing to a minimum the distress and disruption caused by
such an incident.
Complimentary to the Emergency Plan is the Rest Centre Plan which is activated when an evacuation is required during an
Emergency. A number of staff have been trained how to set up Rest Centres at any designated building throughout the District
