Development
Control is carried out within the Development & Assets Division which works closely with Building Control to ensure that
applications are processed in a coordinated way.
The Planning System regulates development and the use of land in the public interest. It protects and enhances the environment and preserves the built and natural heritage, conserves the rural landscape and maintains the separate identities of settlements. The system also reconciles the interests of conservation and development which is necessary to provide homes, investments and jobs through the determination and monitoring of planning applications and other associated applications submitted to the Authority.

Pre-application advice
Pre-application advice is a very important part of the way every development should be managed. For example, it does not matter whether we are talking about a small scale home development or a big commercial scheme for new businesses or shops.
From the developer's point of view, it means key and detailed advice from us can be built into any scheme before it is put forward. We can flag up any issues early on and work to resolve them. That can save the disappointment of having your application refused because of a problem that could have been spotted and dealt with right at the start of the process.
Our pre-application advice can:
- Help achieve high quality development;
- Avoid expensive mistakes being made at the application stage;
- Speed up the processing of the application;
- Make sure those groups or individuals you have to consult by law are engaged as early as possible;
- Identify those schemes which are unlikely to win support.
What service do we offer?
For householder enquiries, we offer a pre-application service which we believe is beneficial to both the customer and the Council. However, the cost of providing this service is not covered by fees for planning applications and is otherwise met by Council Tax payers. The Council has therefore taken the decision to recover these costs by introducing a fee for pre-application advice with effect from 1 April 2012.
Where an immediate verbal response can be given for general planning enquiries, this advice will remain free of charge.
Should it be necessary to provide more detailed information and/or where a written response is required, the fee for this service is £50.00. If planning permission is subsequently required for your proposal, £25.00 of the fee will be deducted from the planning application fee, should you submit your application before 31 March 2013.
To get started, write or e-mail with your proposals as early as you can, giving us as much information as possible. The Householder Pre-app information pack gives you examples and guidance on what information we require.
Larger schemes are also subject to a charge for this advice. To apply for advice please complete the Pre-Application Form that is contained in the Pre-Application Pack and return this to the Planning Department with the appropriate fee.
