Core strategy
Summary
The Planning and
Compulsory Purchase Act 2004 requires Local Planning Authorities (LPAs) to prepare a Core Strategy (CS) as part of their Local
Development Framework (LDF). The Core Strategy is intended to set out the vision, objectives, strategy and core policies for
the Spatial Planning of the District. The CS must also address how these policies are to be implemented and monitored. The
Council has agreed in September 2011 a project plan (called the Local Development Scheme) which sets out the timetable for
producing its Core Strategy and other parts of the Local Development Framework.
The Council is consulting on the LDF Core Strategy (Submission Version) for a 6 week period starting on 19 January 2012. Representations must be received by 1 March 2012 (5.15pm). For more information visit the consultation page.

A CS should set out the key ‘strategy and policies’. It should broadly establish the areas for growth and distribution of development (amongst other things). Blaby District had previously proposed that a site be allocated for a Sustainable Urban Extension (SUE) and a Strategic Employment Site (SES). It is now likely that the Core Strategy will identify directions for growth for such developments along with the broad quantity and distribution of development. It will set a framework for all future Development Plan Documents (DPDs) including those that allocate land for development. The CS will cover the period up to 2029.
The Core Strategy is intended to indicate how the Council proposes to accommodate the need for development to provide the homes, jobs and associated infrastructure that will be needed in the District over the plan period in a sustainable way which balances development requirements whilst protecting important areas of the natural and built environment.
Two previous attempts to produce a Core Strategy have commenced but not progressed to submission stage (i.e they were not sent to the Secretary of State or subjected to an independent ‘Examination’). Production of a third version of the document has now commenced. Letters were sent to ‘specific consultation bodies’ (as required by planning regulations) on 28th September 2011 asking what issues they would like to see in the emerging version of the document. The Council will take into account any responses to these letters in preparing a ‘submission’ version of the document which will be subject to wider consultation (in January and February 2012) before submission to the Secretary of State in March 2012 and an Examination in June 2012.
