This division provides administrative and legal services to the Council and supports the democratic process.

- Licensing
- Members' services
- Monitoring Officer
- Emergency Plan Maintenance and Support
- Complaints to the Council
- Complaints to the Ombudsman
- Annual Compilation of the Register of Electors
- Rolling Registration amendments
- Postal & Proxy Voting
- Conduct of European, Parliamentary and Local Government Elections
- General and Specialist legal advice in relation to the full range of Council functions
- Property Transactions, including
- Service of Statutory Notices, Requisitions and Orders
- Quasi judicial issues (including bylaws)
- Management of Industrial Units
- Replies to Local Land Charges search requests
- Registration of Local Land Charges
- Central purchasing of stationery, furniture and office equipment
- Facilities for Personal Searches
- Central provision of corporate printing and mail
- Clerical/typing support to the Administration and Legal Service
