If you do not register then you cannot exercise your democratic right to vote in any election. It is also much harder to obtain credit if you are not on the Register.

An Electoral Register is compiled following a canvass of properties occupied on the 15th October each year. The Register is used to enable residents to vote at any elections, polls or referenda which might be held during the year. Canvass forms are delivered to every household at the end of August. It is also possible to change your details if you move house during the year. This can be done by completing an application form which can be downloaded below.

Are you on the Electoral Register?

If you have recently moved house or your name does not appear on the Register of Electors then please complete the Application to be Registered form above and send by post to the Electoral Services Officer for processing (a separate form needs to be completed for each person who wishes to be registered).

When you send us your completed, signed form we will add you to our list of new applications. Any elector can then object to your name being added to the register. If this happens we will write to you.

If your application is not objected to, we will change your details within a few weeks of receiving your form. We will write to tell you when your application has been accepted.

We will also tell the Electoral Registration Officer for your old address that you have moved, so that your name can be removed from that register. People who live at two homes (including students) are allowed to register at both. If you do not want to be removed from your other address, please explain why on your form.

There are special rules about names being added to the voters list during election period, because of these you may not be able to vote at that election if you are added during this time.

If you have recently married or your name does not appear correct on the register you will need to complete the Amendment to Register form and return it by post to the Electoral Services Officer.

The two versions of the register

The electoral registration officer makes and keeps two versions of the electoral register – the full register and the edited register.

What are the ‘full’ and ‘edited’ registers?

The full register lists the name and address of everyone who is registered to vote. The council holds a copy. Anyone can look at it, but it is a criminal offence to supply or use copies for purposes other than those set down in law. You can find more information on the About My Vote website

The main use of the full register is to show who can vote in elections and referendums. Credit reference agencies can use it, but only to check your name and address if you are applying for credit and for other purposes specified in law. It can also be used for law enforcement.

The edited register is available for general sale and can be used for any purpose. The edited register can be bought by any person, company or organisation and can be used for commercial activities such as marketing.

Inspecting the register of electors

The Register of Electors is available for inspection at the Council Offices, Narborough and the Joint Service Shop, Forge Corner, Blaby.

Please note that in accordance with the Representation of the People (England and Wales) (Amendment) Regulations 2002, the following rules apply to persons inspecting the Register of Electors:-

  • The register is open to public inspection, under supervision
  • Extracts from the register may be recorded only by making hand written notes. Photocopying or electronic recording are not permitted by law
  • Information taken from the Register must not be used for direct marketing purposes (as per section 11(3) of the Data Protection Act 1998), unless the information has been published in the edited version of the register.

Under these regulations anyone who fails to observe these conditions is committing a criminal offence. The penalty is a fine of up £5000.

Buying the register of electors

Only the edited register is available for general sale, in whole or in part, and can be used for any purpose. Prices are calculated as follows:-

  • In paper form - £10 admin fee plus £5 per 1000 entries in the Register
  • In data form - £20 admin fee plus £1.50 per 1000 entries in the Register
