Licence – Hairdresser
To operate a Hairdressing Salon within Blaby District Council you need to be registered. This will cost a single payment
of £90.
Activities such as Ear Piercing, Electrolysis, Tattooing and Acupuncture are also required to be registered. For more
information regarding what employment does necessitate a licence then contact the Environmental Health Department at Blaby
District Council.
Health and Safety at Work Etc Act
The Health and Safety at Work Etc. Act 1974 is the key act which will affect all commercial concerns, whether self-employed
or an employee, and whether mobile or based at a Salon. Under this Act a number of Regulations have been made. The more relevant
of these include:
- The Health and Safety (First-Aid) Regulations 1981;
- The Electricity at Work Regulations 1989;
- The Health and Safety (Information for Employees) Regulations 1989;
- Health and Safety (Training for Employment) Regulations 1990;
- The Workplace (Health, Safety and Welfare) Regulations 1992;
- Health and Safety (Display Screen Equipment) Regulations 1992
- Personal Protective Equipment at Work Regulations 1992;
- Manual Handling Operations Regulations 1992;
- The Reporting of Injuries Diseases and Dangerous Occurrences Regulations 1995;
- The Health and Safety (Consultation with Employees) Regulations 1996;
- The Health and Safety (Young Persons) Regulations 1997;
- Provision and Use of Work Equipment Regulations 1998;
- The Working Time Regulations 1998;
- The Control of Substances Hazardous to Health Regulations 2002;
Requirements
For the purpose of securing the cleanliness of hairdressers or barbers the responsible persons shall comply with the following
provisions:
- All internal walls, partitions and ceilings shall be capable of being kept clean and shall be kept clean and in good
repair. Floors shall be cleaned at least once a day and swept as necessary to prevent the accumulation of hair clippings,
neck wool or other litter.
- Every chair, shelf, table, cabinet, washbasin and other fitting shall be kept clean.
- Any gown, wrap or other protective clothing shall be clean. Any hairbrush, comb, towel, cloth, hairnet, neck wool or
other article which is applied to the face, head or neck shall be clean and shall not previously have been used in connection
with any other customer unless it consists of a material which can be, and has been, adequately cleaned.
- A fresh supply of water shall be used for purposes of shaving, shampooing or washing each customer, and all articles used
for the purpose of shaving (including any styptic in solid form) shall be adequately cleaned immediately before and after
use.
- No such hairdresser or barber shall attend any customer unless:
- His/her hands are clean;
- He/she is wearing a clean, washable overall;
- He/she keeps any open boil or sore on an exposed part of his body effectively covered by an impermeable dressing.
