Summary
Anyone breeding three or more litters of puppies per year (unless they can show that none of the puppies have been sold) or anyone breeding puppies and advertising a business of selling them will require a licence. This is irrespective of the number of litters produced per year.
This is not restricted to registered businesses – individuals can also be classed as a business depending on the extent of their activities.

Print an application form from the link below (can be found under downloads)

Once completed sign and return your application form to us along with a copy of your insurance and your application fee payment (please see table of fees for current fees) cheques should be made payable to Blaby District Council, alternatively you can pay by card.

Upon receiving the completed application form, an officer will contact you to arrange inspection of the premises. Please note for first time applications a veterinary inspection is also required.

If the inspection of the premises is satisfactory, you will be required to pay the licence grant fee (+ veterinary inspection fee where applicable), prior to the licence being issued, however, if the inspection Is unsatisfactory, you will be contacted in writing and advised that the licence has been refused.
